theire to the utmost of his That your Lordship is desirous to be informed whether, this is an obligation for the fulfilment of which the Executive Government at Hong Kong, authority or the Judicial at that place is to be responsible: That your Lordship is further desirous of being informed in what manner, on either supposition the Government or the Court are to acquit themselves responsibility. apprehending that this could not be done by any reference to the Law of England, or, in case in this Country, mode of proceeding known to be necessary for the purpose: but that some new Law will be requisite for the purpose: Your Lordship is further desirous of being informed what the principal provisions of any such new Law ought to be.

In obedience to your Lordship's Commands, We have the Honor to report that, it appears to us that it is incumbent upon the Executive Authorities at Hong Kong upon receiving an application from the Liner Government officers, accompanied by the requisite Statements and full Proofs of the Debt sought to be recovered under the provisions of the 18th Article of the supplementing Treaty, to institute Proceedings through the medium of the Attorney General, or other Public Office at Hong Kong, for the purpose of investigating the Claims before the legal Tribunals, and if the Claims should be established to cause the Process of the court, to be put in force, with the view of obliging the defaulters, to settle the same to the utmost of his Means.
